Initially reported by Assefa:

- ms4w 3.0-beta1 and beta2 has problem with requests such as:
http://127.0.0.1/cgi-bin/mapserv.exe?MAP=/ms4w/apps/gmap/htdocs/gmap75_wms.map
   - Apache logs: "Premature end of script headers: mapserv.exe"
   - does not occur on my Vista machine, but exists on XP test machines

Assefa, can you try debug this odd crash?  I will also dive back into this
issue.

Sorry about the delay. I still did not get my VC2008 with the debugger. Should
arrive hopefully this week. That't why I just reported it without offering any
solution.

Tamas believes this crash could be due to changes in GEOS 3.1 (which these
betas use).

- discussing with HowardB, we should use GEOS-3.1 branch from SVN
- initial tests with that version are good

- ms4w 3.0 beta3 is available and contains an upgraded geos to fix this bug
